Yes, coordinating electrical work with a builder and other trades on the same renovation is a normal part of the job, planned around the build schedule rather than around convenience.
It depends on the age and condition of the existing wiring. Some homes only need the areas being renovated rewired, others benefit from a full rewire while walls are already open. Worked out on a proper look at the property.
